| 释义 | § 天津经济技术开发区 （TEDA-Tianjin Economic-Technological Development Area） 1984年12月6日，经国务院正式批准，天津经济技术开发区正式成立。 天津经济技术开发区位于天津市东南，距市中心50公里，紧靠天津新港和塘沽市区，东临渤海，西临京山铁路，南至新港四号路，北界北塘镇。总面积33平方公里。其西面38公里有天津国际机场，南面有京津塘高速公路和海河，东南面2公里有天津新港；周边自然资源有大港油田和渤海海上油田，有驰名中外的长芦盐田，有储量丰富的煤田和优质陶土，有丰富的地热资源和适于发展养殖业的130公里长的海岸线。 开发区实行党、政、企分开，分别设立了中共天津市经济技术开发区工作委员会、天津经济技术开发区管理委员会和天津经济技术开发区总公司三套机构。开发区工作委员会是中共天津市委的派出机构，代表天津市委领导开发区党的工作，开发区管委会是在天津市人民政府直接领导下，全权管理开发区各项行政事务的政府领导机关。天津经济技术开发区总公司具有法人地位，是独立核算公司。直属企业有：天津经济技术开发区建设公司、天津经济技术开发区工业投资公司、天津经济技术开发区进出口公司、天津经济技术开发区公用实业公司、天津经济技术开发区劳动服务公司、天津经济技术开发区物资供销公司、天津经济技术开发区商业公司、天津经济技术开发区绿化公司、天津经济技术开发区房地产公司、天津经济技术开发区热力公司、天津经济技术开发区电力公司、天津滨海设计所等。 § 在开发区内 外资企业可享受优惠的政策待遇。1984～1996年，天津经济技术开发区共开发土地20平方公里，其中已建成工业区15.5平方公里，生活区4.5平方公里，道路65.1公里；道路面积185.6万平方米；给水管网151.2公里，排水管网292.5公司；供热445吨/小时；供电2×50兆伏安；供燃气10万立方米/日；供水10.5吨/日；全区绿地面积120公顷；绿化覆盖率15.2%。全区空气环境、水环境、环境噪声、绿化、生活垃圾处理率等各项城市环境综合定量考核指标均达到要求。与此同时，颁布了《天津经济技术开发区管理规定》、《 天津经济技术开发区企业登记管理规定》、《天津经济技术开发区劳动管理规定》、《天津经济技术开发区土地管理规定》等50多项区域基本法规，法制建设日益健全。工业项目迅速发展，经济效益稳定增长，截至1996年底已批准62个国家和地区的外商投资企业2744家，累计批准1000万美元以上的项目128家。累计协议投资总额77.85亿美元，协议外资额60.25亿美元。累计注册内资企业10993家，注册资本198.98亿元。已开工投产的工业企业达1425家。1997年，开发区实现国内生产总值170.11 亿元，占滨海新区的比重由40.9%上升到44.5%，成为滨海新区经济发展的重要支撑力量。开发区14项主要经济指标有13项在全国各开发区中名列第一，累计签约三资企业2916家。协议外资额73.33亿美元，占全市的25.2%和37.6%；外贸出口20.04亿美元，占全市39.9%；累计吸引了28个省市自治区的11568家内资企业，注册资本254.3亿元。 按国务院批准的天津经济技术开发区建设方案，计划在30年内分三期实现，到2015年全部建成。届时，该区将拥有职工30万名，年实现国民生产总值300亿元，并形成一个以国际贸易为先导，以现代工业为基础，金融、商业、房地产业等第三产业协调发展的外向型、现代化、国际化的经济中心。 The establishment of Tianjin Economic and Technological Development Area (TEDA) was given government approval on December 6, 1984. One of the country’s first state-class development areas, TEDA has developed into one of the country’s most influential hotbeds for high-tech and new industries. But TEDA has a more ambitious goal for the new century: to build “Asia’s biggest and China’s best modern industrial area in the 21st century”. To make that dream come true, TEDA has embarked upon another arduous pioneering journey and jump-started diverse projects zeroing in on better investment environment, cityscape and habitability of this young urban area. TEDA runs four pillar industries: the electronics communications industry represented by Motorola, GS, Samsung, Hyundai and LG, the biomedicine industry represented by Novo Nordisk and SmithKline Beecham , the machinery manufacturing industry represented by Toyota and Volkswagen, and the food and beverage industry represented by Tinghsin Group, Coca Cola and Pepsi Cola. TEDA’s prime geographic location, vast expanses of land and big investments in infrastructure have combined to guarantee a sustained economic growth. It’s been long since TEDA has had in place a fully developed market mechanism supported by sound legal system, policy framework and transparent and supportive government. By attracting outside investments, TEDA has developed into one of the country’s most influential hotbeds for high-tech and new industries. Who are we? What are we here for?
