At this moment I suddenly find that in fact I comprehend the words "know all too well" vaguely. If put it out singly, there is apparently that "know well" means "understand clearly" and "too" polishes the "well". Now, "all" confuses me. Is it refer to some specific things or just a pronoun which demonstrate the "the public impact of internal decisions" in the rest of this sentence.

Then, let me consider the "news". What news happened in the period and why a number of companies are in the news? By the text, I am only sure that these companies are famous. Perhaps the "news" is something about the cases of internal decisions that bring diverse effects on public. Therefore, in the following of the sentence there are two concrete examples to be cited, AT&T and Texaco.
