Survey In July, 2005, President Nazarbayev of Kazakhstan interviewed Chairman Hu Jintao of China, and put forward an intention to strengthen cooperation in education between the two countries to the effect that a Confucius Institute was to be set up in Kazakhstan. To put it into effect and push forward the development of Chinese teaching in Kazakhstan, the Agreement on Joint Establishment of a Confucius Institute was signed in Beijing on 20th December, 2006. Hanban authorized the Xi'an International Studies University as the executive body of the Chinese side. In August, 2007, the Executive Agreement was signed. On 5th December, 2007, the ceremony for the Confucius Institute of the Eurasian University was jointly unveiled by Minister of the Ministry of Education of Kazakhstan, the Chinese ambassador to Kazakhstan and the President of the Eurasian University. 组织与管理欧亚大学孔子学院理事会由9人组成，哈方5人，中方4人。由欧亚大学校长担任理事会主席，西安外国语大学校长担任副主席。目前，哈方院长由欧亚大学国际交流处处长代理，中方院长负责日常行政事务的管理和教学管理。学院常务工作人员共有4人，哈方2人，行政秘书1人，哈语翻译、教学秘书兼汉语教师1人；中方2人，中方院长兼汉语教师1人，汉语教师兼俄语翻译1人。 B. Organization & Management The executive council comprises 9 members, five from Kazakhstan and four from China. The Dean of the Eurasian University acts as chairman of the executive council, while the Dean of the Xi'an International Studies University as deputy chairman. Presently, the head of the International Exchange Office of the Eurasian University acts on behalf of the Dean of the Institute from Kazakhstan. The Dean of the Institute from China shoulders responsibility for the routine administrative affairs and management of teaching work. The Institute has four standing members, of whom two from Kazakhstan and two from China. For Kazakhstan, one member is administrative secretary and the other one works as Kazakhstan interpreter who also does secretarial work on teaching and teaches Chinese concurrently. For China, one member is the dean from China who also teaches Chinese concurrently and the other one is Chinese teacher who also does Russian interpretation concurrently. 2008年10月，欧亚大学孔子学院首次举办汉语水平（HSK初中等）考试 (Elementary & Intermediate) Sponsored by the Confucius Institute of the Eurasian University in October, 2008 哈方投入情况欧亚大学为孔子学院提供2名专职工作人员，5间教室，共计约130平米。另外还提供了部分办公和教学用品。 C. Allocation from Kazakhstan The Eurasian University has provided for the Confucius Institute two staff members charged with specific duties and five classrooms to take up approx. 130㎡, apart from parts of office supplies and teaching aids. 常规教学活动目前的主要工作是汉语培训和推广，开设有3~4个水平层级的常规汉语教学班。一个学年分两期招生，春季学期和秋季学期，每期18周，54个学时。每个春季学期，我们还开办一期免费的汉语体验学习班，每周一次，面向大一学生。 此外，还针对个别学生的情况开设一对一的特色汉语课，根据学生自身情况选用教材，开展教学。 2009年我们共培训学员93人，总计课时1728小时。 D. Regular Teaching Activities The present work of ours is focused on Chinese training and its publicity. To attain the goal, we offer regular Chinese classes at three to four levels. Students are enrolled at two sessions every school year, namely, spring session and autumn session. Every session lasts 18 weeks to offer a total of 54 classroom hours. Besides, we offer a free Chinese class for freshmen once a week every spring session to teach Chinese 301 as their textbook. Moreover, we even offer one-to-one special Chinese class to teach appropriate textbooks for individual students. Up to 2009, we have trained 93 students in a total of 1728 classroom hours. 汉语和文化交流推广活动E. Publicity of Chinese Language & Cultural Exchange 1. 举办汉语水平考试 a. HSK Tests HSK tests at two levels were held in April and October of 2009 and participated by 27 students. 2. 举办汉语朗读比赛 b. Contest of Recitation in Chinese 3. 举办汉语桥比赛 c. Contest of Chinese as Bridge of Communication 4. 开展赠书活动 d. Donation of the Chinese Books 5. 举办中国图片展 e. Picture Exhibitions on China 6. 协助使馆文化处开展文化活动 f. Assistance to the Culture Office of the Embassy to Launch Cultural Activities 7. 帮助当地有关单位举行与中国有关的活动 g. Assistance to the Relative Organizations to Launch Activities Concerning China 8. 积极开展对外交流 h. Initiative Exchange with the Outside 9. 中国60大庆特别活动 i. Extra Celebrations for China's 60th Anniversary 来华项目本年度我们先后向中国输送了11名自费语言学习生、10名公费奖学金学生，还派一名学生去中国观摩汉语桥决赛。 F. China Items This year we dispatched 11 self-funded language students and other 10 scholarship-financed students to China. We also dispatched one student to China to watch the final contest of Chinese as bridge of communication. 发展计划和目标我们的办学特色是：常规教学与短期培训、特色教学相结合，以汉语教育带动文化推介，向哈国社会全面介绍中国。 我们的发展计划是： 1. 根据社会需求逐步推出各类汉语培训班，将中国文化讲座和各种汉语比赛正规化、定期化，建立汉语活动中心。 2. 定期举办汉语水平考试，在当地积极推广汉语水平考试，争取将新汉考中的1-4级考试普及到开设汉语课的各类学校中，逐渐进入到汉语教学质量检测体系中，同时将汉语水平考试种类多样化，增加BCT和YCT考试。 3. 争取在周边地区有条件的院校中开设1-2个孔子课堂，从教材和师资方面进行资助，规范并提高汉语教学的水平。 我们的目标是：努力扩大孔子学院在当地的影响，使孔子学院在当地汉语教育方面发挥先导作用。 G. Our Plan & Goal for Development We run the Institute by combining regular teaching with short-term sessions mingled with characteristic features and pushing forward culture promotion through education of Chinese language to introduce China in full aspects to people of Kazakhstan. Our plans for development are: a. Offer more short-term Chinese language training sessions at different levels step by step to meet different needs of the society, regularize lectures on Chinese culture and contests of Chinese language fixedly and establish Chinese language centers. b. Hold HSK tests fixedly and take initiative to popularize HSK tests locally. Make effort so that tests at level one to four in new HSK tests will spread into schools where Chinese language classes are offered and such schools will gradually make their way into the check system on Chinese teaching quality. Meanwhile, BCD tests and YCT tests will be added to HSK tests. c. Make effort to offer one or two Confucius classes at Institutes in the neighborhood where conditions permit. We shall assist teaching stuffs and teaching staffs to enhance teaching quality on the right course.
