翟盘茂，男，正研级高工，现任中国气象科学研究院副院长，研究生部硕士生导师、兰州大学大气科学院客座教授，1984年南京大学大气科学系本科毕业，1984年7月在国家气象中心从事气候分析工作。1987-1990年期间在南京大学攻读硕士研究生，1990年3月在国家气象中心从事气候诊断工作。1993年被评为高级工程师，1998年被聘为中国气象科学研究院研究生部硕士生导师，1999年6月被聘为正研究级高级工程师，2002-2004年任国家气候中心首席气候诊断专家。2004年-2009年任中国气象局预测减灾司司长、中国气象局新闻发言人。

在1993-1994年期间曾赴美国NOAA参加全球气候变化研究；2001年4-7月，到英国哈德莱气候预测与研究中心参加气候研究，2003年1-3月在加拿大气象局参加降水变化研究。其研究成果曾获2003年国家科技进步一等奖、1993年国家气象局科技进步奖二等奖。
