释义 | 全球人居环境论坛(GFHS) 全球人居环境论坛(GFHS)是世界人居环境领域高规格的对话平台,已经连续成功地举办了五届。论坛由全球人居环境论坛理事会(GFHS)进行管理,该机构是一个总部设在纽约的、非政府、非盈利国际组织(NGO)。第六届全球人居环境论坛(GFHS VI)定于2011年4月7-8日在纽约联合国总部举办,主题为建设低碳城市,应对气候变化。 2005年9月,由联合国交流合作与协调委员会(CCC/UN)、联合国经济和社会事务(UNDESA)、中国城博会组委会、中国社科院城市发展研究会等共同发起,在中国深圳成功地举办了首届全球人居环境论坛,获得了极大的成功。 五年来,论坛坚持一年一度举办,出席论坛的知名嘉宾包括联合国副秘书长、联合国环境规划署首任执行主任莫瑞斯·斯特朗、前联合国安理会主席、联合国副秘书长安瓦尔·乔杜里、原中共中央政治局委员、国务院副总理姜春云、第十届全国人大常委会副委员长顾秀莲、全国政协副主席李金华、建设部原副部长、中国房地产协会会长杨慎、中国工程院院士、北京大学环境科学中心教授唐孝炎、世界人类聚居学会副主席毛其智教授以及中外众多相关部委领导和知名专家,包括美国洛杉矶市、圣塔莫尼卡市、意大利维杰柯市、中国海南省、深圳市、南宁市、丽江市、大理市、三亚市、伊春市、无锡市、苏州市、重庆市等在内的省市和万科地产、中海地产、华侨城、雅居乐、尚德太阳能、苏伊士环境等知名企业踊跃参加。五届会议代表总人数超过3000人,曾发表了《营造生态文明、建设宜居城市深圳宣言》和《21世纪的水与人居环境无锡宣言》。 全球人居环境论坛的成功举办得到了联合国和国内外政府部门、非政府组织、城市、企业和主流媒体的高度肯定,在国内外产生了广泛的影响力,为建设可持续的人居环境、促进中国两型社会建设、推动联合国人居议程作出了积极的贡献,被誉为“人居环境达沃斯论坛”。 在此基础上,为了更好地支持联合国的人居议程,推动中国乃至世界可持续发展,由联合国前副秘书长、联合国安理会前主席安瓦尔·乔杜里先生等国内外知名人士倡议,在联合国有关机构、中国相关部委和有关国际组织大力支持下,于2008年3月在美国纽约正式注册成立了非政府、非盈利的同名国际组织(NGO)——全球人居环境论坛理事会(Global Forum On Human Settlements),简称GFHS。 GFHS奉“建设可持续的人居环境,推动联合国人居议程”为宗旨,主要目标任务是: 1、在联合国的指导下,和各国政府、非政府组织、科研教育机构与企业合作,致力于向公众宣传联合国以及包括中国在内的成员国在可持续发展和人居环境领域所做出的努力,促进联合国千年发展目标的实现,提高贫困人口的生活质量; 2、积极参与联合国的有关项目,提出地区性或全球性的倡议,促进和加强区域之间在改善人居环境方面的沟通合作; 3、举办一年一度的论坛大会,为世界范围内的政府组织、非政府组织、商界、学术界等提供一个高规格的对话平台; 4、研究制定和推广人居环境相关的标准体系,提出各种专业研究报告,为政府和企业提供咨询参考,提高人居环境建设水平; 5、和联合国及国内外知名机构合作,研发和推广"国际人居环境范例新城"低碳试点项目,探索可持续的、和产业结合、和文化结合的新型城镇化开发模式; 6、颁发“全球人居环境奖”,表彰在人居环境和可持续发展领域做出贡献的政府、企业、社团和个人等。 GFHS理事会主席由联合国前副秘书长、联合国安理会前主席安瓦尔·乔杜里先生(Anwarul K. Chowdhury)担任,秘书长由中国城博会秘书长、《全球最佳范例杂志》(亚太版)总编辑吕海峰先生担任,并礼聘多名国际政要和权威专家为顾问。GFHS总部位于美国纽约,在中国北京和深圳设有办事处,理事会下设交流合作中心、人居环境研究院等机构和多个专业委员会。 作为一个开放的组织,GFHS欢迎国内外政府、机构和专家共同参与合作,共襄盛举。 Global Forum on Human Settlements (GFHS) The Global Forum on Human Settlements (GFHS) is both a high-level dialogue platform and a gala meeting of name brands. It has been consecutively and successively held five times, and the sixth session of Global Forum on Human Settlements (GFHS VI) is scheduled to be held in New York at the headquarters of the United Nations on 7-8 April, 2011. The theme is Building Low-Carbon Cities, A Response to Climate Change. In September 2005, jointly launched by the Communication Coordinating Committee for the United Nations (CCC/UN), China City Construction & Development Expo (CCDE), United Nations Department of Economic and Social Affairs (UNDESA) and the Urban Development Research Council of Chinese Academy of Social Sciences, the initial forum was held in Shenzhen, which embraced an immediate success. For five years, the forum has been organized on a yearly basis,dignitaries and celebrities who attended the forums and made keynote speeches included Maurice Strong -- Under Secretary General and first Executive Director of the United Nations Environment Programme,Anwarul K Chowdhury-- former President of United Nations Security Council and UN Under Secretary General, Jiang Chunyun --former Member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, Gu Xiulian -- Vice Chairwoman of 10th Standing Committee of NPC, Li Jinhua, -- Vice Chairman of the Chinese People’s Political Consultative Conference (CPPCC), Yang Shen--former Minister of the Ministry of Construction, Chairman of China’s Real Estate Association, Tang Xiaoyan --- an academician of Chinese Academy of Engineering and professor of Environment Science of Peking University, Mao Qizhi – Vice Chairman of World Society for Ekistics (WSE) and a multitude of leaders of relevant ministries, committees, cities and renowned experts took an active parts in the events, among them: Los Angels USA, Vidracco Italy, and Chinese provinces and cities like Hainan, Shenzhen, Nanning, Lijiang, Dali, Sanya, Yichun, Wuxi, Suzhou, and Chongqing, and well-known enterprises like Vanke Real Estate, Overseas Chinese Town (OCT), Agile Property, and Suntech, etc. The number of the delegates of the five sessions amounted to over 3,000. The forum released Shenzhen Declaration on Creating Ecological Civilization and Building Livable Cities and Wuxi Declaration on Water and Human Settlements in 21st Century. The success of the GFHS events was highly affirmed by the United Nations, government departments at home and abroad, non-governmental organizations, cities, enterprises and mainstream media. The forum exerted wide-spread influence worldwide and made positive contributions to sustainable human settlements building, China’s campaign for Resource Conservation and Environment-Friendly Society building, and promoting the UN Habitat Agenda and it was hailed as the “Davos of Human Settlements”. As a result, in order to better support the United Nations Habitat Agenda, and propel the sustainability of the world as well as of China, advocated by former Under Secretary General and President of the UN Security Council Anwarul K Chowdhury, and other international celebrities, and under the substantial support of UN relevant organizations, Chinese relevant ministries and committees and international organizations, a non-profit, non-governmental organization (NGO) – the Global Forum on Human Settlements ( or GFHS for short), with the namesake Board of Directors was officially registered in New York, USA in March 2008. With the aim of Building Sustainable Human Settlements and Promoting the UN Habitat Agenda, the main objectives and tasks of GFHS are as follow: 1. Under the guidance of the United Nations, cooperating with governments, NGOs and scientific research and educational institutions and enterprises, GFHS devotes itself to publicizing the efforts in sustainable development and human settlements made by UN and member countries including China, promoting the realization of UN Millennium Development Goals, improving life quality of the impoverished people; 2. Take an active part in relevant UN programmes, propose regional and global initiatives, promote and strengthen regional communication and cooperation in improving human settlements; 3. Convene a yearly conference to provide a high-level dialogue platform for governmental organizations, non-government organizations, business sector, academia, etc; 4. Research, formulate and promote standard systems relating to human settlements, make professional reports to provide references for governments and enterprises and promote the building level of human settlements. 5. In cooperation with UN Agencies and other well-known professional organisations at home and abroand, develop and promote the low-carbon "International Green City" pilot project (IGC); explore a new urbanization developing mode which integrates sustainability with industry and culture. 6. Issue and present “Global Human Settlements Awards”, commending the governments, communities, projects, enterprises, organizations and individuals who have made outstanding contributions to human settlements building. Former UN Under Secretary General of and Chairman of UN Security Council Anwarul K. Chowdhury serves as the Chairman of GFHS, and the Secretary-General of GFHS is Mr. Lu Haifeng, Secretary-General of China City Construction & Development Expo (CCDE) and Chief Editor of the World Best Practices Magazine (Asia-Pacific Edition). A variety of celebrities and dignities are invited to be consultants. The headquarters of GFHS is in New York USA with establishment of representative offices in Beijing and Shenzhen, China. under the Board of Directors, there are a Communication & Cooperation Center, a Human Settlements Research Institute and some other professional committees. As an open organization, GFHS welcomes officials, scholars and professionals to participate and cooperate in the great cause. |
