| 释义 | § 简介 PSE 认证 PSE 认证是日本强制性安全认证，用以证明电机电子产品已通过日本电气和原料安全法 (DENAN Law) 或国际IEC标准的安全标准测试。日本的DENTORL法（电器装置和材料控制法）规定，498种产品进入日本市场必须通过安全认证。其中，165种A类产品应取得菱形的PSE标志，333种B类产品应取得圆形PSE标志。 从2001年4月1日起 “电气产品控制法(DENTORL)” 已正式更名为 “电气产品安全法(DENAN)”。有别于以往的法规体系的协定性规定的控制，新的体系将由非官方的机构来保证产品的安全性。 § 认证途径 PSE 认证 中国企业获得日本PSE认证的途径 日本是一个安全法规体系较复杂的国家。国外产品想要进入日本市场，将要面对较高的门槛。 一、《电气用品安全法（DENAN）》的要求 日本的采购商在购进商品后一个月内必须向日本经济产业省（METI）注册申报。在日本市场上销售的DENAN目录范围内的电气电子产品都必须通过PSE认证。日本DENAN将电气电子产品分为两类：特定电气产品（specified products），包括115种产品；非特定电气产品（non-specified products），包括338种产品。特定电气产品必须经由日本经济产业省授权的第三方认证机构进行产品及工厂测试设备的检验，核发PSE认证证书，认证有效期在3至7年之间，并在产品上加贴PSE菱形标志。非特定电气产品则需通过自我检查以及声明的方式证明产品的符合性，并在产品上加贴PSE圆形标志。 二、符合DENAN的途径和要求 根据DENAN要求，通过PSE认证的产品必须满足相关安全技术基准的要求。日本的电气产品安全技术基准有两种： （1）日本技术基准1，指的是日本国内的技术标准，该标准与IEC标准技术要求差异较大，独成体系。 （2）日本技术基准2，是日本政府2002年颁布的与相关IEC标准协调一致的标准，但不是所有的电气产品均有对应的技术基准2标准。 制造商可选择按照技术基准1或技术基准2进行适合性检查，合格后均可加贴PSE标志。一般情况下，技术基准1和基准2不能混合使用。 PSE认证申请人可以是制造商或者进口商。 DENAN还要求有采购商名称或ID标注在产品上，以便在日后产品销售过程中对其监督管理。 进口到日本的产品，其安全责任全部由日本进口商承担，因此，进口商必须保存检测报告和验货记录，也可以通过电脑网络查看验货记录。 三、中国制造商如何获得PSE认证 中国制造商首先要确定其申请的产品是否在中国质量认证中心（CQC）获得授权受理的认证范围内。由于目前CQC获得的授权是基于技术基准2，制造商须选择技术基准2申请PSE认证。 确认后制造商可向CQC提出书面申请，并将样品与技术资料提交给PSE认证实验室进行型式试验。由于我国和日本都是IECEE-CB体系成员国，所以检测报告也可由CB报告直接转换。检测报告完成后，申请人须提供日文的使用手册或组装手册、产品相关结构和零部件资料、检测设备的相关资料、工厂质量检验报告（包括生产线100%电气强度试验报告、运行检查记录等）并接受CQC安排的工厂检查。通过工厂检查，就可以获得PSE认证证书。 § 产品分析 PSE 认证 PSE认证产品示例分析 （一）插头和电线 一般的电气产品，如果制造商的产品是插头电源线，则插头、电源线本体以及连接器必须有菱形PSE标志。插头的尺寸必须符合日本规格。 由于电源线本体表面积太小无法标出菱形PSE标志，通常以“＜PSE＞”符号代替。 插头、电源线的PSE证书有效期是3年 。 （二）电动剃须刀 按供电方式分类，电动剃须刀通常有三种方式： 普通干电池供电；销售时配售电池充电器供电；有一体化的电源插头供电。 对这三种不同供电类型的电动剃须刀，日本政府有如下三种不同的管理方式。 普通干电池供电的剃须刀，本身无需加贴PSE标志。 电池供电器供电的电池充电器，必须加贴PSE菱形标志。剃须刀上要有PSE圆形标志。 有一体化电源插头的剃须刀，则剃须刀上要有PSE圆形标志。 值得注意的是，如剃须刀包装中带插头电源线，必须就插头电源线向METI提出注册认证。 § 其它事项 尽管DENAN涵盖了几乎所有的电气产品（类似于欧盟的低电压指令），但目前仍暂以日本经济产业省颁布的法令里的目录为准。目前，电压表、欧姆表、计算机等产品还在目录之外，但计算机的关键零部件材料则属于特定电气产品的范畴。 DENAN允许使用与IEC电器标准相协调的标准进行检测，即使用技术法规2，这符合标准国际化发展的趋势。目前，日本经济产业省已经授权了包括CQC在内的4家国外认证机构开展PSE认证， CQC是惟一一家被授权开展PSE认证的中国认证机构，我国制造商可以直接在国内申请、检测、获证，就可以便捷地获取PSE认证，顺利地将产品出口到日本。 § 产品范围 A类:指定的电气设备和材料产品 PSE认证目录
